I'm having the same problem on my Surface 3. I found that Ctrl, Alt, Delete brings up the login screen and things seem normal for the rest of the session.
This answer is really of no help because the issue isn't during boot up but when it goes into sleep mode. I also have the same issue now and the only solution is to reboot the computer. What is causing it seems to be the lockapp.exe program.
I'm having a similar problem. My surface pro 3 goes black. It's in a dock, and the external monitor still works, but the tablet itself is black no matter what I do. I've done a reboot, reset, 2 button reset, etc. If I put my fingers on the screen, it moves my mouse on the external monitor connected through the dock. If I take it out of the dock the screen is black, but if I touch the windows button, the surface vibrates, so it's clearly still powered on. Outlook connection to the exchange server keeps dropping and being restored .... happen to 10 or so users out of 100. Run the SFC /scannow and it says it was unable to fix some corrupt files ..... as the log file has loads of info how best do I find the problems? Going to try the DISM fix now

On my case, the underlying issue is that my pc freezes, I can only move the mouse, and perform alt tab, but for the rest is freezed, it doesn't refresh the screen while switching apps, or anything else. The only way to get out of that situation is to turn off pc by hardware, and when restarted, I can see that exception in the eventvwr. It seems that I also have some "Access denied" for some files of sqlserver. Also, i'm using windows 10 and i[m confindent that this problem started a few days ago with an specific windows update. How do I fix Performance Library Windows 8.1
I have been having considerable problems with my HP computer running windows 8.1. The latest problem involves a warning I receive which reads, "The configuration information of the performance library "C:\Windows\System32\perfts.dll" for the "TermService" service does not match the trusted performance library information stored in the registry. The functions in this library will not be treated as trusted." Is it safe to delete this perfts.dll file or if not, how can I correct this. I have been going through my log file and trying to correct or delete each problem area. Thank you to anyone that might have the answer to this problem
This is a great suggestion, but I don't have windows server 2003 installed????? If I do, I don't know it. I am running windows 8.1 64 bit. I installed fire fox as a backup since I am having so much trouble with ie11, but as far as I can remember, I have never installed windows server. My pc is a personal one for use at home and does not act as a server. Only have one computer. Is there some way I can get rid of this server 2003 stuff?

I was just playing some BF1 when out of the blue my game crashed. I use Origin as a third party so I checked on it, it wouldn't connect, thought nothing of it and did a regular restart. Upon logging into my user account two command prompts loaded and then quickly disappeared, thought nothing of it. I had deleted something in the Origin folder could troubleshoot it so I did so, nothing happened. Decided to check event viewer and wha-la.
