While I prefer IE, my firefox still works, as does my e-mail. The "missing .dlls" also shut down my Weather Bug, Adobe update, DivX updater, and Yahoo IM. Nice on Dan - still backing up here mate My sympathies, Steve. I hope you are able to recover. I have retreated to an old computer running XP, out of sheer terror. I am afraid to use my Win 7 machine because all the firewalls and antivirus are off; can't turn them back on. I am going to search the other Communities to see if a similar conversation is going on & if someone has found a solution. If that fails I will try reinstalling Win 7. Nothing to lose; can't use the computer as it is! Problem is, my machine was upgraded to Win 7 from Vista (ugh! And thanks for the Vista experience, MS!). If I reinstall the Win 7 OS, it reports back as being counterfeit and I am days with MS getting that mess straightened out. I will let the Community know what happens... No solution at moment mate' very frustrating as I have a deadline on a website. Come on ms please HELP I have asked an MS engineer who is responding in another thread about problems with installing IE 10. I asked him to come over and check this thread, to see if he can help us. [Dan pinged me but I'm not a MS Engineer.] @Steve only => What updates did you install last week? Possibilities include KB2809289, KB2814124, KB2807986, KB2791765, KB2670838, IE10 plus a few updates for MS Office. Note: KB2670838 is an IE10 Prerequisite Update. If KB2670838 wasn't already installed, it would have been "drive-by" installed when you installed IE10 (in which case KB2670838 prolly wouldn't be listed in Installed Updates or Update History . PS: Was IE10 Release Preview installed? Is Automatic Updates set to the Automatic configuration and if so, was IE10 installed via Automatic Updates? ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ @Dan => To avoid confusion & duplication of effort, it would be best to post any/all further follow-up in replies to your own, new thread: http://answers.microsoft.com/en-us/windows/forum/windows_7-windows_update/ms-update-fail-causes-api-ms-win-downlevel-user32/fc65057b-984f-40ef-bd6b-60666f9c7c6a =================================== I agree that this problem is likely caused by the Windows Update. Otherwise, why would several people be reporting the exact same issue after updating? Frankly, I am surprised that this thread hasn't absolutely exploded with comments; surely hundreds of thousands, if not millions, of Win 7 users have been affected! I am afraid that MS will ignore this, unless a lot more people start reporting this problem out! Right now, Google Chrome is the only working browser I have, but it cannot automatically update. McAfee and Carbonite won't start (and have in fact disappeared from my task bar). The "helpful" suggestion that MS has is to re-install these programs, but of course downloading is blocked because of the missing .dll's. Is MS listening???? The SAME thing happened to me after the WIndows update yesterday. Have you found a solution? have any of you guys tried to call support about this - I may have too tomorrow. Has anyone got another machine running win 7 on and tried to copy the files over manually ? Had anyone tried to get the files of the windows disc ? or tried a re installation. We understand that it can be frustrating since PlayerUnknown's Battlegrounds is a great game, however, at this point, we can only suggest that you uninstall and reinstall the game. In addition, verify if PlayerUnknown's Battlegrounds is included in the Windows firewall exceptions. If the issue still persists, kindly get in touch with the game's developer for advise and further assistance regarding the matter. Keep us in the loop. Document details of IE files Hi All, Due to after each of update, there might cause some issue for IE. I would like to know do we have any library MSDN allow to check the functionality, syntax details, purpose of usages of each files using by IE. Example Urlmon.dll, Mstime.dll, Corpol.dll, Jsproxy.dll, Wininet.dll, Wininetplugin.dll, Ieapfltr.dll, Dxtmsft.dll etc .... It would help me in troubleshooting when encountering IE issues. Regards, Hi Sahil, Here is some common issue which we still don't know how to fix: Issue 1) Proxy issue: Using the same auto proxy URL (http://proxy.intranet.company.com). All other systems working fine, only 1 system look like not able to detect. But if we manually configure proxy server then it worked. Issue 2) Click on IE favorites do nothing, only display Blank page. If we click any links on Feeds or History it is still working fine. We did reinstalled IE version 8, 10, 11 but all facing same issue. Before for the issue if click New Tab showing blank we can fixed by regsvr32.exe ieproxy.dll but this time won't works. Corrupted files Not sure what's going on with Windows 10 but I keep getting important files corrupted to the point where it's not fixable and I have to bring my computer back to the store to get it wiped clean and Windows 10 reinstalled, losing any and all data I have on my computer, this will be the third time this has happen. So as you can imagine I'm insanely upset about this considering I paid 800$ for this computer a month ago. The files that usually get corrupted are c:Windows\system32\wininet.dll c:windows\system32\winmm c:windows\system32\mpr.dll C:Windows\system32\dbghelp.dll and no, sfc /scannow will not work or updating my system, some of these files are crucial to running and navigating the os. This is unacceptable to put out a os with this many bugs, I read of many other people online having the same problem, there is just no reason for this to keep happening I don't visit malicious sites I barely use the computer, it's brand new and I have up to date good security features. Original Title: dllhost.exe proccess appears after updating windows Hello Milad, Welcome to Microsoft Community. The issue that you are facing with the computer might occur when there is a conflict between a third-party software or a driver. I would like to ask you a few questions in order to understand the issue better. What is the model of your Asus notebook? What were the results from the SFC scan? Which anti-virus software are you using on this computer? Method 1: Try Safe Mode Safe mode is the configuration of Windows, when it is running on only basic set of drivers and all the startups are disabled. To know more about safe mode, follow the article below: http://windows.microsoft.com/en-us/windows/start-computer-safe-mode#start-computer-safe-mode=windows-7 If you are not getting dllhost.exe process message in safe mode, then perform clean boot. Clean Boot A clean boot is performed to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program or an update or wh Turned laptop off during system restore, now getting messages : "Explorer.EXE - Unable to locate component" and "dwwin.exe - Unable to locate component" Original Title : Turned laptop off during system restore. HELP. I had problems with my laptop since I accidentally installed Babylon. It was blocking Google and affecting Microsoft Outlook. System Recover was also turned off by Babylon (I think), all recovery points before Sept 15 were gone. I ran System Recover a few times and the problems went away temporarily. The last time I ran System Restore it seemed to freeze and after a while I turned my computer off. Stupid, I know. Now it won't start. I'm very wary of using repair discs because I don't want to lose my files, especially my e-mails. Can anyone help? I'm desperate. The messages I'm getting areExplorer.EXE - Unable to locate component. This application has failed to start because WININET.dll was not found. Re-installing the application may fix this problem. and dwwin.exe - Unable to locate component. This application has failed to start because URLMON.dll was not found. Re-installing the application may fix this problem. I don't want to get your hopes up too much since you may be missing more than that one file, but if just wininet.dll is missing (or maybe one or two more files), there should be copies in other places on your system and you might be able to replace it/them. Start with easy stuff first: If you press Ctrl-Alt-Del you should be able to get into Task Manager. From TM, you can click File, New Task and in the Open box enter: %SystemRoot%\system32\restore\rstrui.exe Click OK and the System Restore Dialogue box should open and you can see if you can get a Restore Point to work and restore your system back to a date prior to the incident. You can also use TM to see if you can copy in a replacement for your missing wininet.dll file. We know XP keeps backup copies of important file here (assuming XP is installed on your C drive): c:\windows\system32\dllcache If you installed Service Pack 3 from a download, there should also be copies of most "good" files here: c:\windows\ServicePackFiles\i386 So Thank you. Yes I did mean System Restore and no I don't have the XP CD, the computer came with Windows XP installed. I think I have Service Pack 3. You mentioned getting to an empty desktop with just the background wallpaper showing, can anything be done from there? Please see: How to Perform a Windows XP Repair Install That sounds about right: If the c:\windows\system32\wininet.dll file is missing XP will look like it is trying to start up and you will see a message like this: Explorer.EXE - Unable to Locate Component This application has failed to start because WININET.dll was not found. Re-installing the application may fix this problem. Clicking OK, you may then see a message like this: dwwin.exe - Unable to Locate Component This application has failed to start because WININET.DLL.dll was not found. Re-installing the application may fix this problem. Depending on your configuration, you may see lots of other complaining messages, so just keep clicking the OK button as they come up. Clicking OK, you will eventually get to an empty desktop with just the background wallpaper showing. You said "I ran System Recover a few times..." Do you mean System Restore? I too would be wary of any repair disks - especially any that came with you system of unspecified make and model. Since we don't know anything Thanks for your advice, sorry for not replying sooner but things got a bit hectic at work and my own computer problem has had to take a back seat. I tried the first 'easy' thing but rstrui.exe was not found. I have a couple of days off next week and will have time to try your other suggestions. I really appreciate your help. Hope I didn't seem rude when I took so long to reply. M. Thank you so much. There's alot in that link, I'll need time to read it and take it all in before I try to follow the instructions. I also need to get an XP CD. I'll let you know how I get on. I don't think I can back up my files before I start, I can't access anything. You might be able to backup your files. I typed "sure you can backup your files" first, then changed it... I'll bet you that no Microsoft engaged Support Engineer "expert" can tell you how though since I don't think there is a Microsoft KB article for them to copy/paste a link telling you how to do that. It requires a little "thinking outside the box". There is often more to fixing XP problems than simply linking to KB articles. if you have an external hard drive with capacity to hold your personal files, you could create a Hiren's Boot CD, boot on that and then just copy your personal files (documents, pictures, music, etc.) to your external device. Forum contributor Tech-Geek also has a method you can read about here: http://www.repairbotsonline.com/Recovering-Lost-Files-with-Ubuntu-h4.htm I like the Hiren's method a little better though since the user interface is more like XP and people sometimes feel more comfortable navigating something they are familiar with already. Here are the results. I went to the "Run Command Prompt" and ran the " sfc /scannow " process and nothing happened. No box opened or did my computer give any indication of what happened. Then I went to command prompt again and ran the regsvr32 "file name" on each of the files in my original note that the Suppot guy from Trend Micro said did not register. Here are the results of that process: asctrls.ocx and msxml.dll gave the following error message: "The module failed to load. WININET.dll!InternetSetStatusCallback using 100% of one core, and causes no Internet access in certain applications Hi, I have been trying to solve this for a VERY LONG time. Several programs such as Sidebar.exe (Gadgets) stuck at 100% single core usage and cannot connect Internet. Process Explorer shows "WININET.dll!InternetSetStatusCallback" using all CPU cycles. Recently, Test Driver Unlimited 2 updater is showing the same symptom. Any ideas about how to fix this? Thanks. Hi, I would suggest you to follow the steps and check if it helps. Method 1: Run System File Check (SFC) scans and checks if it helps. How to use the System File Checker tool to troubleshoot missing or corrupted system files on Windows Vista or on Windows 7 Note: System File Checker gives an administrator the ability to scan all protected files to verify their versions. If System File Checker discovers that a protected file has been overwritten, it retrieves the correct version of the file from the cache folder (%Systemroot%\System32\Dllcache) or the Windows installation source files, and then replaces the incorrect file. System File Checker also checks and repopulates the cache folder. You must be logged on as an administrator or as a member of the Administrators group to run System File Checker. If the cache folder becomes damaged or unusable, you can use the sfc /scannow , the sfc /scanonce , or the sfc /scanboot commands to repair its contents. Thank you for your reply. I have another question, In my system 32 folder is a wininet.dll (2) file and also wininet.dll (3) file and 4 . My question is why are there so many different wininet.dll file with these different numbers and which one should I copy ? If you mean the wininet.dll file, it is not specific to a particular hardware manufacturer so that should work just fine. I am not sure why you see stuff like that, but on a "normal" system in good health, there should only be one wininet.dll file in the system32 folder. I think that if you see something like that wininet.dll(2), wininet.dll(3), etc. that means that you may have been having problems updating your Internet Explorer and if you keep trying and trying or uninstalling and reinstalling IE, it may make a copy of the file then. If these updates go smoothly, the installation or update should clean up after itself when it is done. Any of that sound familiar? Maybe somebody else can tell us why that is. But something to mean Internet and that makes sense). If you search your system for wininet.dll, you may find dozens of wininet.dll files in various places on your system. Uninstall McAfee Web Advisor and your problem with IE11 will clear up. McAfee Web Advisor is an independent program from from the virus checker. So you will still be protected if you uninstall Web Advisor. You can uninstall it using Programs and Features in Control Panel. Hope this helps. I found a temp file providing the error that occurred when I tried to run the Microsoft Solitaire Collection. Does this help you in determining why the Microsoft apps will not run? I want to give everyone an update. I have managed to resolve my issues. It took a reinstallation of Windows 10 to fix the issues with Microsoft Store and it's apps not running. As far as IE11 is concerned the issue was with McAfee Web Advisor. I found when I turned the McAfee Firewall off IE11 stopped crashing. So I called McAfee to give them the heads up and I was told they were aware of the issue. The Tech had me uninstall Web Advisor and after that even with the Firewall turned on IE11 ran fine. So to all if you are having problems with IE11 crashing and using McAfee uninstall Web Advisor and your browser should start to work again. Hopefully McAfee will be able to fix the issue. It depends on your skill level and what programming languages you know. The connection is controlled by Mac OS. You can program both Mac OS and Excel using Objective-C. See this link for information about the connection in Objective-C connection A less elegant way to handle this if you don't want to use Objective-C is to try the query and if it fails, handle it in your code. And if I replace the same file with a "wininet.dll" from Windows 10? would be a problem? I'm using Windows 8.1! Hello, Thank you for posting your query in Microsoft Community. I understand your concern but the issue might arise if the file "Wininet.dll" is corrupted or needs re-registration in the system files. Press Windows key + X , click Command Prompt (Admin) . In the Command Prompt, type the following command, and then press ENTER: sfc /scannow For more information refer to this link: Use the System File Checker tool to repair missing or corrupted system files If the issue persists, try the next method. Method 2: A virus infection could be a possible cause of the issue. But yes , I just tried and disabled Windows Firewall, and I have no other. As well I have disabled Microsoft Security Essecntials 2011, but never the less, Java continues to crash giving a Wininet.dll crash error while logging into a Runescape World. I willing to try all suggestions, if anyone knows anything that could help solve the crash issues, it will be very apreciated. Thanks ! Hi Praseetha, Yes, I was aware of that thread, but the suggestions from Umesh, dont help solve the problem. And ofcourse neither does that fix which is suggested. Because the cache is needed to play Runescape, I can't be deleteing it everytime I want to play. 1. Reinstalling java - Fails 2. Reinistalling IE9 Beta - Fails 3. Reseting IE, Clearing Cache, Running in No Add-Ons, Managing Add-Ons, Troubleshooter - All Fails That about covers every suggestion posted out there, I think. From what I know is that : WinInet.dll is a Windows File and it Handles the HTTP and FTP Protocols, some line of script is being passed from Java to that file that causes the crashes as is suggested in the log file. But thank you for taking the time to reply, If anyone else have any ideas, please do share. And if in the end its an error, that can't be fixed by Internet Expplorer 9 but rather, has to be fixed by the creators of the Java Applet, then letting me know of that will still help resolve this issue. Hello, How can I download XML file from Server using FTP and store on specific location in Mac OS using Word Template. I can download in Windows OS easily by following code. Hi everyone, I've had some errors with wininet.dll recently and some other things that aren't supposed to be happening. 1. I've been having errors with wininet.dll . This pops up whenever I try to use some programs and I am aware of what wininet.dll is. "wininet.dll is either not designed to run on windows or it contains an error" I've tried restarting, checking for viruses/malware/trojans/spyware with a bunch of different program, and I've checked other threads. Nothing happened when I restarted and no malicious software was found on my computer from my scans. I tried to do "sfc /scannow" inside cmd and it found corrupt files but was unable to fix them so I ran dism. Dism said that it worked so after that, I rebooted and it didn't fix my problem. Now I'm stuck with this and I can't fix it for some reason. 2. I'm running windows 8.1 and in the app/block area, all apps that I open close right after opening a blank screen with no warning/error. Hi Bob, Thank you for the reply. I am glad to know that clean boot helped you in sorting out the problem application that is causing the issue. If you want to enable applications, you may use clean boot. Please feel free to reply, in case you face any other issues with Windows in future. Thank you for contacting Windows Community. Dear Babu V Many thanks for your comprehensive and helpful response. SFC reported that all components were correct, so I have concluded that Infotriever is the item at fault. Your suggestion to use selective start up was a good one, it has allowed me to streamline the way that my system behaves anyway. I determined that Infotriever had been installed by an Airline Itinerary transfer into Outlook - which I do not rely upon, so I took the easy way out and simply stopped loading Infotriever - along with a number of other applications. Again, many thanks for your prompt and comprehensive response. BobT Hi DrBob, Thank you for posting your query in Microsoft Community. It appears that after installing updates Infotriever stopped working with the error: WININET.dll is at 10.09.9200.16521. The ordinal 698 could not be located ... wininet.dll I get this error frequently with installation programs that use Internet services. In many cases, if I ignore it, the install goes ahead anyway, but some just crash and burn and will not install. The file properties show it as version 11.0.9600.17631, which matches the version of IE I have loaded. I have no idea what to do about this, but it is preventing me from installing some software that I need on this computer. I have tried this solution, it doesnt work, and as DaveH said, its kind of stock, doesnt do any good. I have all windows updates and all optional updates installed. I get this error when installing software like Microsoft Lync Installer, DevExpress installer, and many other installers. I have verified that the file isn't corrupt by installing the same file on another PC which succeeds. So there is no question about latest windows updates or corrupted installer file. Please provide a different solution that works. Or please post a proper version of the wininet.dll file so i can replace it and be happy. I have made some progress, in that I was able to finally re-install the C++ redistributables by downloading older versions and installing the 32bit version (I believe it was the 2005 version that made the rest work). So I have all my redistributables installed. However, the error is still there on install files like vs_enterprise.exe and vs_community.exe (I don't actually need those, I was attempting to install them to force the MFC files to update). I was, however, able to install VS 2013, though installing that did not solve my issue. I'm about to give up and hope the WIndows 10 update fixes this. My original problem is with a manufacturers program to set up Panasonic telephones. It installs fine, but crashes with an unknown error whenever I try to access a database in it. I have a program that I must get running that needs them, and at this point I am entirely stuck. For the record, I'm running Windows 8.1 Pro. This is incredibly frustrating, and no one seems to have an answer. That's kind of a stock answer, and I appreciate the reason you felt it was necessary to go over those points, but I attempted those long before posting. Yes, I am connected to the domain network when I get these errors. Windows update shows no updates available of any type. I try to stay on top of that. There are a bunch of directories with multiple ownership that threw a warning. But it doesn't seem to me that any of these issues pertain to the problem. Just today, I did get a similar error, and I don't know if it's related. I needed to run a Java applet, and I got the message that there was a Java update, but when I tried to run the install, I got a message that ordinal 142 couldn't be found in urlmon.dll. Sounds like you should ask them then to either provide an update or a way of overriding to use the version of wininet.dll that they were expecting to have. Could it be a developer's version? E.g. lots more diagnostics which could account for such a huge discrepancy in the number of entry points? Alternatively, you could try using DependencyWalker to find out what is going on. The only thing that jumps out is the McAfee stuff. You could certainly change your symptom by removing all of it. Same thing with all the Java and Adblock Plus. None of those effects would really be removed as much by just disabling them. Note that I'm not really suspecting any of them, just pointing out that you could change your crash report that way. However, plausible relations that comes to mind is whether either McAfee or Adblock Plus could be interfering with BINGBar sufficiently to result in your crash symptom. If you haven't at least reinstalled all of those you would be missing the possibility that they need to have their hooks reset in a new environment. Is this a known issue with the Bing Bar and IE 11 in Windows 10? I am also running IE 11 in 64-bit enhanced protected mode, could that be causing the issue? You would probably get more informed help from the BING forums. E.g. they would be more familiar with both products when used together. FWIW there are currently no hits there for: crash wininet so my guess would be that you haven't found the right culprit yet, possibly malware that would be exploiting the services that the BINGbar provides. One thing that I would do is find the Report.WER file that is associated with your crash and find what else is loaded then. Report.WER gives a list of loaded modules for an AppCrash event but unfortunately none of the conventional diagnostics let us see them. HTH Robert Aldwinckle --- Ok, thanks for the advice. I've tried disabling the Java and Adblock Plus add ons in IE (leaving only the Bing Bar), but IE still crashed. However, I don't see Mcafee listed in the addons list for disabling (even though it's integrated in the browser), so I guess I'll just uninstall it and see if that changes anything. Bing Bar causes IE11 to crash? Whenever I open IE 11 it crashes. Suspecting it might be an addon, I loaded IE in in-private browsing mode. Sure enough, it didn't crash. After disabling and enabling various addons, I discovered that apparently the Bing Bar addon was responsible. I tried updating to the latest version of the bing bar via www. bingtoolbar .com. However, after updating and enabling the addon IE still crashed. Internet explorer and Windows are also both fully updated. I checked the Event viewer and found logs which all contained a similar error message. I cannot get into safe mode or last good configuration or anything else except task manager. went into windows/system 32 to try to find the wininet file , It shows several wininet(2).dll and wininet(2)(2).dll and more with (3) ,(4) and so on up to (6) but cannot find wininet.dll anywhere. I do not know what to do to get the pc back to the way it was. Ive done checkdsk over and over but still cannot get into windows. Ive done checkdsk over and over but still cannot get into windows. That just checks the hardware. To check the software you would use sfc /scannow but I suspect you could have a problem with it, unless you have an install DVD at the level of your service pack for XP. FWIW I imagine that I would try to find out more about those numbered versions of wininet.dll E.g. perhaps you could rename the most appropriate one to be wininet.dll and see if that lets you get going further? BTW what does "went into windows\system 32" mean? E.g., in a cmd window or in a Windows Explorer window? If the latter it would mean that explorer.exe was working which would mean that your OS wouldn't be quite as broken as you may think. Also, XP has a tool which can be used to check the state of its IE component. Run... msinfo32.exe /category IESummary to start getting into that. E.g. doing that would at least be a way for you to check the version of the wininet.dll module that you chose to rename. Th So I renamed wininet.dll , urlmon.dll and another one , I cannot think of it right now. Windows did load I am able to get into some programs. I cannot open any tool file in msconfig. cannot view Event viewer or system restore or system information. cannot get into help and support. I am able to get on the internetby installing Mozilla firefox. I opened up a program in the hiren's boot cd named opera browser, that's how I was able to get mozilla. So I can browse the web. I would like to get back internet Explorer but I have not clue how to . I did try to msinfo32.exe but it would not open . Cescal I renamed the wininet(2).dll file to wininet.dll and now I am not getting that message about unable to load. Now I have other files missing , urlmon.dll and I renamed it also , now I have iertutil.dll missing so i guess I will rename it also and see what happens. The one working was the one found in win/xp, so that's strange. The excel and later on also outlook issues were also resolved by this. Excel and outlook occasionally use wininet to connect to some functions or so and in the eventvwr it would show the crash in wininet.dll. Do you happen to know a file on microsoft downloads where the latest wininet.dll for windows 7 is ? Would be nice to check if it's a problem in the file or perhaps as you mention a corrupted file. Thanks, Albert Hi A. Louw, That's great to know that you have resolved the issue with your self research and thanks for sharing the information with us. I would not take this as a bug but it is a high possibility that this file was corrupt or missing. I would also like to know whether the issue was resolved on the other applications such as Excel. It took ownership of the wininet.dll in syswow64, granted admins full control and replaced the file with one from a windows/xp system (32 bit). Ran regsvr32 /i/n on it and rebooted. IE 8 now can open the link on which in previously crashed, so it's for sure the wininet.dll file. Question remains, is/was this a corrupted file or is it seriously a bug in wininet.dll ? So I've had this problem for a few months now and I can't run many programs including Window Update or anything from my original windows disk without this error. I've run SFC with no errors occurring. I don't seem to have a backup dll folder on my computer. And I've run virus scanners and Malware scanners with no luck. It won't even let me reformat. My restore points all disappeared as well, so I can't go back. How do I fix this problem..... It won't even let me reformat. My restore points all disappeared as well, so I can't go back. You did not ask a question but I suspect you want to find out how to restore the missing file. If so then please do this: Log on under an admin account. Mark this line with your mouse, then press Ctrl+C to copy it: cmd.exe /c dir /s /a c:\Windows\wininet.dll > "%UserProfile%\Desktop\Files.txt" Click the Start Globe. Press Ctrl+V to paste the code line. Right-click the blue line up the top, then left-click "Run as Administrator". Open the desktop file "Files.txt". Mark the text, copy & paste it into your reply. The two .dll files you found are quite old but it's worth a try to use them. Here is what I recommend: Tap F8 at boot time to boot the machine into Windows Repair Mode. Open a Command Prompt. Use the "dir" command to find the drive letter where the folder "\found.009" exists. It could be a drive other than C: but it will not be X:. Let's call it Q:. Use the "copy" command to copy one of the .dll files you found to Q:\Windows\System32. Boot up normally. If Windows will not boot, repeat Steps 1 . . 3 above, then use the "del" command to delete the file you copied to the System32 folder. If the above recipe does not work, get the file from a friend's Windows 7 machine. It did allow my windows disk to start the re-installation process. If you had mentioned that you had a Windows installation DVD then I would have suggested a method to extract the missing file from there. Kinda thought the question was implied with the title and the post. Volume in drive C is OS Volume Serial Number is C806-36BF Kinda thought the question was implied with the title and the post. I have been caught by implied question so many times that I stopped making assumptions. I am a little surprised about the response you posted. On my system this .dll exists not just where it should be but also in several additional folders. Let's widen the search a little. Use the same procedure as above but run it twice, i.e. once for each of the following commands: cmd.exe /c dir /s /a c:\wininet.dll > "%UserProfile%\Desktop\Files.txt" cmd.exe /c dir /s /a c:\*.wim >> "%UserProfile%\Desktop\Files.txt" F8 doesn't work on my computer apparently, but using the windows disk I was able to choose to boot in safe mode with a dos prompt. This didn't bring up a dos prompt, but did allow my windows disk to start the re-installation process. So, I'm running through that now, hoping it will work. Had to re-run each one in the command prompt for them to appear. Firstly he was updating Windows via windows update. It froze on one update so shut it down and stopped the updates. Then he couldn't get on the internet so he restored it to an earlier date. Which just so happens to be 4 years ago. Now when he goes on his computer the error message 'the programme cant start because WININET.dll is missing from your computer try reinstalling the programme' is shown and he cannot connect to the internet at all. He can't update windows via windows update. We tried looking in safe mode and another error message came up. It says turn on windows security service. But it will not allow him to turn it on. As you can tell we are not very savvy with computers so any help you can give will be greatly appreciated. Please help! Hello Rob, Welcome to Microsoft Community. I will certainly help you with the issue that you are facing. Since you mentioned that the restore point was 4 years ago, I would suggest you to undo the system restore if you get the option to do so. As this issue usually arises when a program is set to run on start-up and is missing files. Due to System Restore, the files were removed for a program and that is set to run on the startup, which is why you don't see the message in Safe Mode. To undo system restore, refer to the section "What is System Restore doesn't fix the problem?" in the following link: System Restore: frequently asked questions Note: When you use System Restore to restore the computer to a previous state, programs and updates that you installed are removed. If the issue persists, try: Clean Boot A clean boot is performed to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program or Hell Sahil, thank you for responding. We tried the system reboot and could not find any options to do anything. Hi Rob, Thanks for the update on the issue, we need to diagnose this issue further. For that, I suggest you to create a new user account. Crete a new User account To create a new user account, refer to the steps mentioned in the following Microsoft link: Set up accounts If the issue persists in the new user account as well, there might be corruptions on Windows files and we might have to do a repair. You may refer to the article mentioned below for downloading Windows 10. Download Windows 10 Hope the information provided is helpful. We set up a new account and the same error message pops up. WININET.dll missing I have an HP Mini 1000 (flash drive, no hard drive). I rolled back the computer to the earliest date to get rid of files I no longer need. When I reboot I get a message saying WININET.dll was not found. I tried rebooting in safe mode and got the same message. When the desktop screen appears, it is blank and useless. I have to open task manager to log out in order to reboot. I tried downloaded a WININET.dll file from a site(I know, scary) to a flash drive. There is no way to open it on the damaged machine. Any suggestions on how to fix this? I guess the first thing will to be getting an external input system to work but I am stuck. after clicking browse in task mgr, where can I go to find these two windows files?(c:/windows\system32\dllcache) as well as the service pak file?...Can"t find em anywhere Hi... I can't find the file anywhere, and since the computer didn't came with a windows xp cd copy, I don't know where i can find this file, it's not letting me do anything... can't find it on windows\system32\dllchace neither on windows\servicepackfiles\i386 i did found something but i don't think this is going to work... i open the regedit and it did find it, but only lets me modify the values on the file. it tell me where is suppose to be, but i go there and i can't find this file.. i look it up under dllcache and wininet.dll.. it tells me the location, but again, i can only modify values. not copy them can anyone tell me a trust source where i can download this file and maybe try to copy it to the folder where is suppose to be Here are some other notes that you can use to test and understand (there are a few exceptions to the rules, but this will get you started). To help understand how Windows File Protection and sfc /scannow really works do this: Navigate to c:\windows\system32 and rename taskmgr.exe to taskmgr.old. Windows File Protection will quickly and silently replace the "missing" taskmgr.exe file with the backup copy from the dllcache folder(that is what Windows File Protection does). Look for a message like this in the Event Viewer System log: Run sfc /scannow successfully and let it complete and it will replace the "corrupted" taskmgr.exe file from the dllcache folder. The only messages in the Event Viewer will be from when sfc /scannow started and when sfc /scannow completed. Even though sfc /scannow replaced the file, there is nothing in the Event Viewer to tell you that the file was replaced. Conclusion: Running sfc /scannow will populate the dllcache folder when Protected Files are corrupted in the dllcache folder. In other words, sfc /scannow will replace corrupted files from %Systemroot%\system32\dllcache. Divya, why do you like to tell people to run sfc /scannow in Safe Mode when sfc /scannow will not run in Safe Mode? sfc /scannow will not run in Safe Mode (have you ever even attempted it?) Maybe if you were to try it, you would not post in your replies, things that are impossible to work. If you would actually try it, you will get the following messages: Windows File Protection could not initiate a scan of protected system files. The specific error code is 0x000006ba [The RPC server is unavailable.]. You cannot start the RPC Server in Safe Mode either. It would seem that Microsoft Support Engineer Moderators would be aware of what simple things like sfc /scannow do and what they don't do - such as: Running sfc /scannow only updates files in the following folder: %Systemroot%\system32\dllcache Since that is not where XP keeps the files it needs to run, running sfc /scannow is a waste of time even if it would run in Safe Mode (unless it is your desire to check the files in the dllcache Did you finally got a copy of the wininet.dll file?! I have the same problem: "Explorer.EXE - Unable to Locate Component This application has failed to start because WININET.dll was not found. Re-installing the application may fix this problem." My computer came with windows xp installed and I don't have a windows cd (I have a mini hp which doesn't even have a cd reader to begin with :'( ) I've looking all over this website but can't get that file. Please help! Since that is where the file is missing from, even if you could get sfc /scannow to work, it will not resolve the problem. So will sfc /scannow only replace missing/corrupt files in the dllcache folder from the CD. Now I got it. My 'c:\windows\servicepackfiles\i386 'is the one that is missing. how do i repair it. i dont want to format. a hot fix would be nice. Is there a way to restore my netbook back to prior to having this problem by using Task Manager or Command Prompt? Booting in Safe Mode and running sfc /scannow will not help you for two reasons: sfc /scannow will not run in Safe Mode. Running sfc /scannow will not replace the missing file even if it did work. Today i woke up to find my laptop giving me an entry point not found error: The procedure entry point HttpIsHostHstsEnabled could not be located in the dynamic link library WININET.dll. Is what it read. when i tried to open services and see what i could do i got another error stating Not enough storage is available to complete this operation . Now i have tried every thing all diagnostics and troubleshoots are all saying that my system is fine. I ran cmd/scannow and i did indeed get a notification of corrupt files that sadly could not be fixed. i went to the CBS.log and got Access Denied. Now i dont even know what to do. I dont have my Installation discs so i cant format my laptop. i tried system restore but i got an error and no previous locations. which is all the more wierd. i cant even access my anivirus to scan for virus/malware. Please Help i really need my laptop operational. After a few days and complete silence from MS regarding it, I just rebuilt my server. Haven't came across it on a work station yet. I have heard of others with this error after July Updates. SFC /SCANNOW seems to fix it but no one knows which patch is causing it. I got this when updating all of our computers to IE11. Not all computers were affected but it was enough to cause me severe headache for two weeks. My fix: 1. Replace the wininet.dll file in C:\Windows\System32 and SysWOW64 with a good version of wininet.dll. You first need to take ownership of those files with an admin account then you can rename the corrupted file. Then replace with the good working file. 2. Reboot, it should fix the error at least, but I found there were still issues with some sites not working. 3. So, I had to then rollback to Internet Exploder 10. Some computers rolled back to IE 9 which I think might be part of the problem. But i had run prerequisites on all these computers so I am not sure why I still got this problem At this stage I will not be updating those computers to IE11 until I have performed some testing. Hope this helps. If anyone has had more success fixing this error it would be great to hear about it. J. PS - Worst part is I have not found a way to "back it out". Seems if 3074886 gets loaded first (or alone), your box is a doorstop. KB3065822 will not load on a box that has already had KB3074886 loaded. I don't know what caused this, but my win7 machine is useless because of this. All applications that access the internet are crashing; IE, chrome, devenv, outlook. It seems like some MS patch is behind this; can Microsoft end the deafening silence on this issue pls? Anyone have a fix for this yet? SFC /scannow isn't resolving my issue and I can't even open Windows Server Backup (or any MMC snapin). Hey Brian, I tried SFC/SCANNOW but all it said was that there were errors but it could not repair them. Hi I also have same problem with my Win 7 laptop since yesterday. I turned it on after a month and following error recieved. T he procedure entry point HttpIsHostHstsEnabled could not be located in the dynamic link library WININET.dll I cant even open Services as an error stating Not enough storage is available to complete this operation. I tried to create a new partition but still cant open disc management. My Avg cant be updated and Windows update cant install downloaded updates. Tried to upgrade to Win 10 but after win 10 files downloaded and was ready to install then process crashed. I tired sfc / scannow but it couldnt find any integrity violation! Anybody can help me? Thanks I have the Same problem with my Windows 8.1 now. I don't know what caused this. But, I cannot open Vmware at all due to this error message popping up. I receive the error message with my Adobe Reader too. But, anyway I can open it. Long silence from Microsoft regarding this makes me anxious. I too saw this same combo of messages. I traced it to the MS15-65 IE update. After loading the update, IE would not launch and I would get these messages when trying to open Eventvwr. I was loading 3074886 directly which appears to not load correctly on Server 2K8R2 and IE 11. The 3074886 update is included as part of 3065822 which is north of 40MB. Once I changed to loading that one, the errors did not appear. Dynamic Link Libarary Issue after Microsoft Update I received this message when I tried to run a program after a microsoft update, "The procedure entry point HttpIsHostHstsEnabled could not be located in the dynamic link library WININET.dll. Is there a fix for this? Maybe uninstall the updates? Also Internet Explorer will not open up. It just flashed very fast on the screen and just disappears. This is a 64bit Win 7 build. Thanks, Lino Reyes I ended up reinstalling Windows 7 64bit on the laptop in order to fix it. No fixes were suggested for this issue. wininet.dll I did a system restore, back a few weeks, on my laptop because of a problem I was having with AVG. I had nor had any problems before talking the 2011 update for AVG. After the system restore I now get 'explorer unable to locate component' 'application failed to start because WININET.dll was not found" The result is that I don't have task bar so I can't undo the system restore I did and I don't have desktop icons. Now in your profile, you sound like a nice guy with a good, compassionate heart, but I don't get this at all. If you were to boot your system into the XP Recovery Console and delete your wininet.dll file on purpose, then reboot you would see the problem that scuba4mom has. Then if you were to follow your directions and boot into Safe Mode with networking, things would look even worse since there will now not even be a background image (wallpaper). That is even scarier when all you see is an empty black screen with "Safe Mode" showing in all four corners. The problem is that if the wininet.dll file is missing, Explorer will not start. The system can still be fixed though. If anyone is interested, you will not start Explorer from Task Manager either. Cheers Same ordinal 9 error except it's C:\Users\Donna\Desktop\iexplorer.exe So what dll file do I look for to change? or what upgrade would I do on this windows10 laptop? Donna, did you ever get an answer? I know I had the same problem and finally figured it out. I deleted the shortcuts for iexplore on the desktop. I then uninstalled it going to the programs & features in control panel. I then clicked on windows feature on the lefthand side and unmarked on IE 11. You will need to reboot. I then reinstalled IE 11 by marking IE 11. Finally, go to Windows\Program Files\Internet Explorer right click on iexplore.exe pin to task bar. It should run normally from there. You may not have to uninstall it, just remove the desktop icons and replace them with the "new" one in the program file directory. The Latest Windows 10 Update Corrupted Internet Explorer 11 Anybody experiencing the problem described in the title of this post? On Tuesday, October 27, 2015, Windows automatically installed an update on my computer at about 6:30PM. Sometime shortly after that install I started experiencing problems opening Internet Explorer 11. I would get an error every time I opened IE 11 stating that there was a problem opening the tab and that it is looking for an answer. I tried every suggestion that I found on the internet regarding how to fix a problem with IE 11. I even tried system file checker after I found out by looking at the event log, that wininet.dll was causing IE 11 to crash. All to no avail. I finally found out how go navigate to system restore (that is where I discovered the correlation between the problem I was experiencing and the latest update to Windows 10 on my machine). After did a system restore to a point prior to the last Windows updated, the IE 11 error went away and I am back where I belong. If anyone know how or why thi Thanks for the info Larry. It surely did guide me to an apparent solution to this issue. I did follow your guidance of Tools -> Internet Options -> General Tab. When I clicked on the Setting button in the Browsing History section I immediately got a dialog box that said the disk space for the Temporary Internet Files needed to be increased and it automatically suggested the maximum of 1024MB. This seamed to work fine as IE 11 didn't crash when opened. Windows updated and the problem did not appear. At least for a while. The problem has returned ALONG WITH other programs exhibiting the same problem. "Xxxxx has stopped working" (where Xxxxx is any program). I don't know if this is Microsoft way of recouping money from customers who have the "free" version as I may have to buy Windows 10 to get a product key (something I did not receive when I downloaded the "free" version of Windows 11. Maybe I need more memory. But then I think 4GB exceeds the required 2GB for Windows 10. O I was having the same problem. Somehow the Temporary Internet Folder was moved to an old user folder. I had to click on tools in the menu bar, open internet options, on the General Tab at browsing history I click on settings, click on move folder (current location was blank) and move folder back to the correct user and location. It will appear in current location. Fixed IE11 & Edge. I was having similar problems with both. I now get a dialogbox "Infotriever" stating that: "The version of the Internet API on your operating system (WININET.DLL) is "10.0.9200.16521", which is older than is required by Infotriever." That might be correct but what can I do about it? I created a ticket with Infotreiver. I did too and have been told they know of the problem and are working on fixing it. They suggested going back to IE9, which is not really an option. No timeframe was provided for the fix. Hi, any news on that issue from Inforetriever? No anything urgent on my side but it is annoying - cannot use it or even uninstall Inforentriever - each attempt to run it ends with the same error message above. Hi Peter, Thank you for posting your query on our Community and we are happy to help you. Before proceeding further, could you answer few questions to help us understand the issue better: 1. When do you get the dialogue box? 2. What exactly are you trying to do? 3. Are you trying to install the stand alone installer or the web based installer? If the issue is only confined to this webpage, then it would be better if you contact Inforetriever support. Here is the link for your reference. http://www.infotriever.com/?page_id=65 For any Windows related queries feel free to contact us. We will be happy to help you. I have not received any news from infotriever. I have reinstalled IE 9 and thus have no problems anymore. 1) I get this dialog when I logon my PC (Infotriever.lnk is in my start-directory) 2) I guess the Infotriver is trying to start. 3) I used the IE10 installer found through: http://blogs.technet.com/b/serverandtools/archive/2013/02/26/internet-explorer-10-for-windows-7-now-globally-available.aspx?loc=zatfz-zTS1z&prod=zIEz&tech=zOTtechz&prog=zOTprogz&type=zBLz_zDLz&media=zOTmediaz I have now uninstalled IE10 and is now running IE9 (32-bit) with no problems. Thank you Hello mohankrishna_658, I've recently had the same issue (be it due to another action, Windows Updates). The wininet.dll has been corrupted. Many programs and services depend on the file, so it does cause a lot of trouble. This helped for me: There are 2 wininet.dll files that might be corrupted. Get a copy of both files from a working pc using the same version of Windows. Put them on a usb stick and make sure you don't mix them up! You can find both files in: C:\Windows\System32 C:\Windows\SysWOW64 Restart you're pc and rapidly press F8 till you see the boot menu. Choose Safe Mode. Login as an administrator, then open a command prompt (Start Menu, type cmd into the run field). Type: takeown /f C:\Windows\System32\wininet.dll takeown /f C:\Windows\SysWOW64\wininet.dll Type: cacls C:\Windows\System32\wininet.dll /G adminusername:F (replace adminusername with your admin account name) cacls C:\Windows\SysWOW64\wininet.dll /G adminusername:F (replace adminusername with your admin account n Thanks for fix - does anyone else use Desktop Central to push out patches? - our seems to have removed KB3134814 but still pushing out KB3141092 which is causing the issues on new builds. We've got hundreds of computers in the same case. (by the way: thanks Microsoft!) Solution 1 : Use System Restore, and restore before this KB deployement. Solution 2 : (using your prefered live OS, ubuntu,pxe...) Replace the 2 dlls (wininet.dll) in C:\Windows\System32 and C:\Windows\SysWOW64, they are different, don't mix them , with a good version of them (for me 11.0.9600.18205, in date of 22/01/16) Good luck! DaniltossDS, Thank you! We had the same issue and don't use system restore. I had already tried replacing the wininit.dll in System32 and completely missed doing SysWOW64. Upon doing that and a quick reboot and our systems are functional again. We also did inetcpl.cpl in the System32 folder for good measure as our known working machines had a file date that matched the wininit.dll files. That one does not seem to exist in the SysWOW64 folder. You can do some magic with icacls and ownership of the files to replace them on a live machine, but the reboot after is required or it won't be fixed. But it does keep you from having to use a live cd or pe environment to make the switch. After system restore Windows XP behaves strangely, says wininet.dll needs to be installed original title: startup XP problem My computer was operating slow, so I did system restore to an early date. The system did not work better, so I system restored to a recent date. Now the computer will just come up to my screen saver. No start shows. I can access taskmaster; but am unable to run anything or to locate start. I'm advised that wininet.dll needs to be installed. How can I restart or restore this computer. I have windows XP. Hi ThomasCline, Try boot your pc in safe mode to see if it works properly. http://support.microsoft.com/kb/315222 If all working properly in safe mode, you will have to configure your pc in clean boot mode. http://support.microsoft.com/kb/310353 If all of above fails, try running SFC, as you are able to open task manager, click on application -> New task & Type -> sfc /scannow -> ok You will also require your windows xp cd for this repair. Hope this helps.. i did a system restore and now my computer says it can't start and try to reinstall WININET.dll. i did a system restore and now it says unable to start and to reinstall WININET.dll. how do i do that if it won't let me without it always popping up Hi, 1.
